These were most probably originally corn cob holders, which is still an incredibly useful and practical implement to have.
However, they would be equally great as stylish hors d'oeuvre picks, for stacking little pieces of food - or as cocktail sticks for an olive in your drink.

Very nice antique condition.
Marks
Each is, on one side, marked 'WMF' for Württembergische Metallwarenfabrik, '90' which means silverplate - the quality used, the WMF ostritch mark (this one in particular meaning it was made 1910-1925), and a '05', which potentially means the number of coatings of the silver plating, as they did in France.
On the other side they are marked 'GERMANY'.
